Why provider selection and enterprise readiness are different decisions
For larger UAE businesses, appointing an accredited service provider is an important and time-bound decision. It is also easy to mistake that decision for the programme itself.
An ASP can provide connectivity, exchange capability, and important technical services. It cannot, on its own, decide which transactions belong in scope, repair weak master data, resolve inconsistent tax logic across systems, redesign approval ownership or ensure that every rejection is investigated and closed.
The responsibility line
Provider capability | Enterprise responsibility |
Connectivity and message exchange | Accurate source data and complete transaction populations |
Format mapping and validation services | Correct commercial and VAT treatment in source processes |
Technical status and response messages | Named owners for rejections, corrections and escalation |
Platform availability and service controls | Business continuity across ERP, billing and finance operations |
Implementation support | Governance, sign-off, evidence and accountable go-live decisions |
The precise allocation will depend on the chosen architecture and contract. The principle does not change: accountability for the business outcome remains with the organisation.
Select the operating model you actually have
A credible selection process should be built on representative complexity. A group with multiple ERPs, high invoice volumes, cross-border flows, self-billing, credit notes, free-zone entities, or decentralised billing needs a different evaluation from a single-system business with standard domestic transactions.
Demonstrations should therefore use real scenarios and realistic data. Ask how the solution handles validation failures, duplicates, amendments, downtime, monitoring, audit evidence and reconciliation. Confirm how responsibilities change after go-live and how service performance will be measured.
Five decisions to make before appointment
- Which entities, systems, and invoice flows will connect in each wave?
- Which difficult scenarios must the provider prove during evaluation?
- What data transformation occurs outside the source system, and who approves it?
- Who owns rejection management, incident response, and business continuity?
- What evidence will the CFO, tax leader, and internal audit require before go-live?
The management question
Are we selecting a provider against a documented operating model and control requirement, or allowing the selected product to define both?
A better definition of readiness
Provider appointment is one gate. Readiness is demonstrated when in-scope populations are known; critical data is fit; interfaces are proven; difficult scenarios pass; exceptions have owners; reconciliations work; and accountable executives can sign off with evidence. That is the standard a board or audit committee can rely on.
For businesses above the stated revenue threshold, the appointment deadline is 30 October 2026 and mandatory implementation remains 1 January 2027. The remaining time should be used to align provider mobilisation with the internal work that only the enterprise can complete.
